<P>PROBLEM TO BE SOLVED: To improve the efficiency of hydrogen generation through decomposition of a hydrocarbon compound. <P>SOLUTION: A metal oxide porous body for carrying a catalyst is made available (Step S100). The porous body is made to carry a group 8 metal such as Fe, Pd, and Ni which has a high catalytic activity for methane decomposition reaction by means of coprecipitation and the like (Step S110). The porous body can be zirconia, alumina, silica, ceria, or magnesia, and a mixture thereof. A hydrogen generating catalyst is obtained by physically mixing the metal carrying porous body and a solid superacid with a ball mill and the like (Step S130). The superacid can be sulfated Al<SB>2</SB>O<SB>3</SB>, sulfated ZrO<SB>2</SB>, sulfated Fe<SB>2</SB>O<SB>3</SB>, and binary metal oxides (WO<SB>3</SB>/Al<SB>2</SB>O<SB>3</SB>, WO<SB>3</SB>/ZrO<SB>2</SB>and WO<SB>3</SB>/Fe<SB>2</SB>O<SB>3</SB>), and their combination.
