PROBLEM TO BE SOLVED: To provide a cowl louver having a collision absorbing function capable of achieving effectively the higher level protection of the head of a pedestrian. SOLUTION: A collision absorbing projection 18 provided with a flat plate- shaped top plate 20 and side walls 22a, 22b extended from the top plate 20 so as to absorb collision inputted to the top plate 20 by deformations of the side walls 22a, 22b, is integrally arranged in the vicinity of a passing hole 14 for passing a shaft 38 of a wiper pivot 36, and also an engaging ring 16 having rigidity engaged with the wiper pivot 36 in a collision input direction at the time of the deformations of the side walls 22a, 22b so as to prevent the displacement of the periphery of the passing hole 14 in the collision input direction, is installed fixedly at the periphery of the passing hole 14.
