<p><P>PROBLEM TO BE SOLVED: To provide a method which enables the treatment of untreated water through a biological membrane prior to introducing the untreated water into a water settlement tank or a sedimentation pond and consequently reduces the consumption of a flocculating agent, in cleaning the soil water in rivers or lakes, and extends the life of a filtering layer or an active carbon layer and, in the cleaning step, cleans the untreated water to the degree of 1 mg/l of biochemical oxygen demand as treated water. <P>SOLUTION: In this method, an appropriate number of water treatment tanks 1 to 6 which are of a cylindrical shape with many internally formed honeycomb tubes and air jet holes 1a to 6a opened at the lower parts, are juxtaposed by independently demarcating the tanks 1 to 6 crosswise. Further, their lower parts are formed so that they communicate with each other. The untreated water is aerated by jetting air into a first water treatment tank 1 while introducing the untreated water into the tank 1 and repeatedly circulated, passing through a honeycomb wall (h), and treated by using a biological membrane formed by sticking to the honeycomb wall (h). After that, the untreated water is fed into a second water treatment tank 2 and treated in the same way as the first water treatment tank 1, and the same treatment is continuously performed tank after tank upto the last treatment tank in accordance with the natural purification process of the river.
