PROBLEM TO BE SOLVED: To provide a method for efficiently cleaning water which precipitates floating algae in the untreated water containing the algae without reducing the consumption of or using a flocculating agent and thereby lowers the turbidity of the intake water and simplifies the water cleaning process and diminishes the treatment load for the preservation of environments, and a water cleaning device therefor. SOLUTION: In cleaning the untreated water containing the floating algae, this method comprises the flocculation step of breaking air bubbles inside the floating algae without damaging the algae cells of the floating algae by applying a high voltage pulse to the untreated water in the pretreatment step to the flocculation step, and adding the flocculating agent in a mixing pond 52, if necessary, after precipitating the floating algae and lowering the turbidity, the sedimentation step using a sedimentation pond 53, the filtering step using a filtering pond 54 and the sterilization/disinfection step using a pumping well 55.
