PROBLEM TO BE SOLVED: To provide an image processing circuit which is capable of appropriately controlling simultaneous access to a plurality of memories, and a recording device using the circuit. SOLUTION: Signals to be used for controlling sending and receiving of data between a plurality of impendent function blocks that control the sending and receiving of data are used, so that the exclusive memories owned by these plurality of function blocks are not simultaneously accessed by controlling the sending and receiving processes of data.
