PROBLEM TO BE SOLVED: To provide a washing device which prevents stagnation of bubbles generated at the time of electrolyzation and positively retains a predetermined quantity of electrolytic water at a desired pH, to thereby prevent degradation of the washing efficiency of the device, and to provide electrical equipment having the washing device. SOLUTION: In operation of the washing device 1, voltage is applied to electrodes 18, 19 of an electrolyzer 5 over a first predetermined period to electrolyze water in an electrolytic bath of the electrolyzer 5, and then application of the voltage to the electrodes 18, 19 is interrupted over a second predetermined period. In this manner, the washing device 1 is operated by alternately applying the voltage to the electrodes 18, 19 and interrupting the application.
