<P>PROBLEM TO BE SOLVED: To provide a positive pole active material for a lithium ion secondary battery having a high charging and discharging capacity and excellent charging and discharging cycle characteristics at high temperatures and a method of manufacturing the active substance, and a lithium ion secondary battery containing the active substance. <P>SOLUTION: This positive pole active substance is formed of Li<SB>x</SB>Me<SB>y</SB>PO<SB>4</SB>(Me: One or more types of diatomic transient metals, 0.8≤x≤1.2, y=(3-x)/2). The surface reforming layer having a composition ratio different from that of an inside part is formed on the surface of the positive pole active substance.
