PROBLEM TO BE SOLVED: To provide a positive pole active material for a lithium ion secondary battery having a high charging and discharging capacity and excellent charging and discharging cycle characteristics at high temperatures and a method of manufacturing the active substance, and a lithium ion secondary battery containing the active substance.

SOLUTION: This positive pole active substance is formed of LixMeyPO4(Me: One or more types of diatomic transient metals, 0.8≤x≤1.2, y=(3-x)/2). The surface reforming layer having a composition ratio different from that of an inside part is formed on the surface of the positive pole active substance. The element composition ratio (Me/P) of Me to P on the uppermost surface of the surface reforming layer is less than 0.5.
