<P>PROBLEM TO BE SOLVED: To provide a cell in which capacity can be increased. <P>SOLUTION: The potential of a positive electrode 12, against lithium metal when charging, is controlled so as to become 3.7 V or higher and 4.0 V or lower, and the potential of a negative electrode 14, against lithium metal when charging, is controlled so as to become 0.4 V or lower and 0.1 V or higher. The capacity is increased by reducing an utilization rate of the negative electrode 14 and by increasing an utilization rate of the positive electrode 12. The positive electrode 12 contains scaly graphite and amorphous carbon as conducting agent. It is recommendable to make the positive electrode 12 contain the scaly graphite by 3 to 7 mass%, and to make the mass ratio of scaly graphite to amorphous carbon 6:4 to 7:2.
