PROBLEM TO BE SOLVED: To start the use as a built-in memory, when using a cache memory as the built-in memory, without performing a cache memory operation. SOLUTION: This device has the cache memory 101 having a tag part and a data part, a cache selecting circuit 104 for selecting whether the cache memory is used as cache memory or built-in memory, and a control device 105 for connecting the tag part to the data part in the use as cache memory, based on the selection result, and releasing the connecting of the tag part to the data part to enable the direct access to the data part in the use as built-in memory.
