<p><P>PROBLEM TO BE SOLVED: To eliminate the need for a user to consider a setting order and to prevent the occurrence of security holes due to wrong settings by automatically setting rules to be newly set, so that a problem is solved in which a technique for preventing the occurrence of security holes due to the wrong setting by correctly setting a new rule is required, even when the number of registered rules increases, in setting a new rule in a packet-filtering system. <P>SOLUTION: A rule comparison analysis section 204 is introduced into the packet-filtering system. The user 201 delivers a new rule to a rule-receiving unit 202.
