PROBLEM TO BE SOLVED: To provide a user authentication device capable of accurately authenticating users with less number of communications. SOLUTION: System side equipment 1 and a user side terminal 2 are installed through a network 3 to be communicated with each other. The user side terminal 2 comprises a first enciphering function 21 for enciphering character strings. The system side equipment 1 comprises a second enciphering function 12 having the same function as the first enciphering function 21. The system side equipment 1 prepares session identifiers as random character strings, and transmits the identifiers to the user side terminal 2. The user side terminal 2 enciphers the session identifiers by the first enciphering function 21 and prepares a first cipher identifier, and transmits the first encipher identifier to the system side equipment 1. The system side equipment 1 enciphers the session identifier by the second enciphering function 12, prepares a second encipher identifier, compares the first encipher identifier with the second encipher identifier and, when these identifiers are identical to each other, permits a communication.
