<p><P>PROBLEM TO BE SOLVED: To achieve the reduction of costs and miniaturization in equipment by removing a registration switch or the like, and to prevent troublesome in the replacement of batteries and erroneous utilization in the initial registration of a system, for performing various kinds of a security message to communication equipment from terminal equipment or the like, and for carrying out various kinds of control to the terminal equipment from the communication equipment. <P>SOLUTION: The terminal equipment 2 where the battery is replaced transmits a 'request signal' to the communication equipment 1 from an inside transmission means B6 as in the case of initial turn-on and at the same time operates a measuring means 8. The measuring means 8 completes the measurement of preset time and outputs the completion to an identification code recognition means 11.
