PROBLEM TO BE SOLVED: To register call permission without troublesome input operation nor misinput. SOLUTION: In addition to a money receiving process part which receives a prepaid communication charge, a communication charge prepayment registering device 20 includes a 1st communication part 23 which communicates with a mobile telephone terminal 10 to be registered and a 2nd communication part 24 which communicates with a registration center device 40. This registering device 20 while performing a money receiving process for recognizing amount information (reception information) on money that a user pays to the money receiving processing part performs control for obtaining identification information from the mobile telephone terminal 10 through the 1st communication part 23 and also transmitting the obtained identification information and money reception information processed by the money receiving process part to the registration center device 40 through the 2nd communication part 24.
