PROBLEM TO BE SOLVED: To solve the problem for the connecting environment of a transmitting device or a fire wall set between it and a receiving device by arranging, on a network, a relay delivery device for converting the e-mail attached-type delivery of an electronic document to a Web type delivery and performing the surrogate delivery. SOLUTION: This relay delivery device comprises a means for receiving a mail and detecting a mail message to be delivered from the received mail, a means for extracting data attached to the detected mail message, a means for storing the extracted data, and a means for generating the transmitting a mail with the access method to the stored data described therein based on the detected mail message.
