PURPOSE: A system and a method for a mobile EC(Electric Commerce) VAN(Value Added Network) are provided to request settlement to a financial organization server by extracting and certifying the credit card ID information mapped to a number of a mobile communication terminal, and generating one certification number for the transaction approval and the price settlement on the EC. CONSTITUTION: A member registration part(110) registers a buyer by receiving the member registration information from a shopping mall system(400). An approval number requesting tool(122) requests a certification number by receiving the settlement requesting information from the shopping mall system. A transaction approval requesting tool(124) requests the settlement approval by receiving the certification number if the buyer inputs the certification number transmitted through the SMS(Short Message Service) and transmitting the settlement approval number to the shopping mall system. A settlement approving part(130) includes an approval number issuing tool(132) and an approval number certifying tool(134).
