PROBLEM TO BE SOLVED: To deliver dynamic image contents to a portable terminal device with high quality and at high efficiency.

SOLUTION: A user uses a cellular phone 1 fitted with a bar code reader 2, and the bar code reader 2 is operated and made close to a bar code printed on a card medium to read the data of the printed bar code. The bar code reader 2 extracts specified URL information from the read bar code data and transfers the same to the cellular phone 1. The cellular phone 1 is connected to the concerned site on the Internet according to the transmitted URL information. The dynamic image contents data held on a server system is compressed and defrosted with an algorithm for realizing data compression at high efficiency and with high quality. Thus, the dynamic image contents of high quality can be delivered to the portable terminal device or the like.
