PROBLEM TO BE SOLVED: To display HDTV signals with a screen aspect ratio of 4:3 on an HDTV screen with a screen aspect ratio of 16:9 without aspect error, and simultaneously display SDTV or VGA signals on up to two screen sections without deteriorating the picture quality. SOLUTION: HDTV signals Y<SB>1</SB>, PB<SB>1</SB>, PR<SB>1</SB>with a screen aspect ratio of 4:3 are compressed in the horizontal direction to 2/3 on the time axis. SDTV or VGA signals are read out of frame memories 23a, 23b, and 23c and combined on no-signal areas lacking the image signals compressed to 2/3 in the horizontal direction on the time axis.
