PROBLEM TO BE SOLVED: To provide a charging system which flexibly charges for communication for distributing contents from a contents distributing device to a mobile communication terminal. SOLUTION: A packet gathering device 101 measures the amount of data sent and received between the mobile communication terminal 120 and contents distributing device 140 and also extracts the URL of the contents distributing device 140. A charging rule managing device 103 selects a charging rule from a charging rule database, in which charging rules such that the loads of communication charges on the mobile communication terminal side and contents distributing devices change with positions are stored while made to correspond to the URL of the contents distributing device, according to position information on the mobile communication terminal 120 that a position information acquiring device 102 obtains and the URL of the contents distributing device. A charging processor 104 charges for communication corresponding to the amount of data measured by the packet gathering device 101 by applying the charging rules selected by the charging rule managing device 103.
