<P>PROBLEM TO BE SOLVED: To perform proper processing even when a processing rate is changed and to prevent the scale of a circuit related to the processing from being increased. <P>SOLUTION: In filter for emphasizing a contour of an image on the basis of e.g. received image data, the image data given to the filter are received by a delay element unit 51-1. The image data received by the delay element unit 51-1 are delayed by a prescribed time and the delayed data are outputted to a delay element unit 51-2. The received image data are sequentially delayed in this way. A selector 52 switches its connection so that the image data outputted from a prescribed delay element unit 51 are fed to an adder 42 in response to the processing rate.
