<P>PROBLEM TO BE SOLVED: To strictly restrict entrance even when the number of rooms and persons to be managed is increased. <P>SOLUTION: An entrance application management server 101 requests approval for entrance application accepted from an applicant terminal 104 to a supervisor terminal 105, when the entrance application is approved, divides the entrance application by every manager of rooms in relation to places of desired entrance, requests approval to corresponding room manager terminals 106 for each of the divided entrance application, develops the approved entrance application to unlock information of an electronic lock corresponding to a security card and issues an instruction to an electronic lock management server 103.
