PROBLEM TO BE SOLVED: To provide a signal control device and a signal control method that can realize smooth travel of vehicles by computing in a short time the suitable display timing of a traffic signal corresponding to the traffic flow which changes every moment. SOLUTION: This signal control device 100 searches a gene GENE suitable for the traffic flow FD after change in consideration of a gene GENEg suitable for the traffic flow FD before the last change, and changes each offset value of traffic signals SG1, etc., one by one in accordance with the movement of a vehicle group C1 with which the traffic flow FD has exceeded a prescribed reference value, without performing the change of offset patterns all at once to all the traffic signals SG in a signal control zone RDZ.
