PROBLEM TO BE SOLVED: To provide an IP telephony system and a program for a server thereof in which high-priority communication such as emergency call, significant communication, and the like is guaranteed. SOLUTION: A server (i) detects a communication path status of a server (vi) which is the next destination from additional information of inputted data. When the communication path status is congested, the server (i) determines the presence/absence of another path to the next connection destination. When there is the other path, it is determined whether a communication path (a) to a server (ii) located on the path is congested or not and when it is determined that the communication path is not congested, data are transferred. When the communication path (a) is congested and it is determined that the priority of the communication is high from priority communication information, the server (i) limits a flow of data which impart a load to the communication path to the target server to keep a quality in the priority communication, and transfers data to be used for the priority communication to the next server.
