PROBLEM TO BE SOLVED: To provide a method and a system for providing and distributing a user interface, particularly, for generating and providing a user interface easy to use for a mobile communication terminal. SOLUTION: The method for generating one user interface by combining different layers includes; a step for generating picture data corresponding to a specific layer of the user interface; a step for determining the layer of the generated picture data and determining a location and a size of the picture data; and a step for locating the generated picture data having the prescribed size at the corresponding position and storing portions except for the picture data after transparent processing when the layer is determined.
