PROBLEM TO BE SOLVED: To provide an excellent operability for inputting personal identification numbers, shorten an input time, and avoid the possibility of the illegal use of identification numbers by illegal reading. SOLUTION: Numerical keys 0 to 1 are arranged in one direction along a circle while providing an irregularity to the order of numerals, and a key pattern with different colors is prepared so that the numerical key 0 as a base can be identified from the other numerical keys. The key pattern is displayed on a display part 1, and an identification number is inputted. Each time a one digit numeral is inputted, the device is controlled so that the positions of the numerical keys can be shifted without changing the irregularity of the arrangement of the numerals.
