PROBLEM TO BE SOLVED: To solve a problem that, while a correcting condition for showing an intended photographing operation such as panning and tilting natural even at the time of correcting image motions is held when moving images for being outputted to a television monitor are photographed by a video camera, an operation such as panning and tilting is not required to show natural but a high correction effect is required when static images are photographed, and the previous condition must be switched over to a correcting condition for static image photographing different from the previous condition manually at respective time. SOLUTION: A difference value between a motion detecting portion 1 and an averaging portion 2 is compared with a threshold value from a threshold value generating portion 5, and whether a photographing device is in a state of photographing static images or tilting or panning is determined from the comparison result. Based on the determination result, a correcting condition for a shake correction is changed, thereby enabling stable and good images to be obtained even at the static image photographing or panning/tilting photographing.
