PROBLEM TO BE SOLVED: To achieve an application access control system and its method in which the efficiency of content authentication is enhanced. SOLUTION: An input processing unit 1 accepts input from a user, an application download device 2 downloads an application from a network, a server 8 holds the application, a communication device 3 communicates with the server 8 when the device downloads, a certificate management device 4 manages a certificate used for server authentication during communication, and an application storing device 5 stores the downloaded application. An authentication result storage device 6 stores the result of the server authentication, and uses the result of the server authentication during the downloading of the application to control access. Consequently, the function of server authentication which a conventional communication protocol has can be used without change, so that the size of the application is not bloated and high authentication efficiency can be achieved.
