PROBLEM TO BE SOLVED: To make damage of information leakage limited only to one portion to prevent data from being used illegally by a third party. SOLUTION: A template for registration generated by a template generating part 2 is divided into the first portion template and the second portion template by a template dividing part 3, the respective templates are separately stored in a first storage part 4 and a second storage 5 arranged in places different physically, a template reconstituting part 6 reconstitutes the template for registration based on the first portion template and the second portion template, when collated, and a collation part 7 collates a template for collation with the reconstituted template.
