In a communication management system, according to a transmission right request from a communication station, a predetermined period is defined and a transmission right is assigned. When at least a part of the communication station terminates its transmission right period assigned or terminates transmission within the transmission right period, a transmission right is again assigned. Thus, when a control station and a plurality of communication stations are present, it is possible to eliminate waste of a communication band and effectively use the communication band. Moreover, it is possible to perform control so that a communication station of an adverse communication condition will not affect another communication station.
