FIELD: mechanical engineering. SUBSTANCE: proposed device contains driven drum with rotation drive, ram and support freely rotating brackets. Material winding mandrel is mounted on support rollers installed on freely swinging brackets. Axis of rotation of mandrel is arranged vertically higher that axis of turning of pressure member for adjusting its position to provide constant and guaranteed level of pressure closing with winding drum.
