A suspension beam (9) is vertically movably suspended from a suspension support base (8) installed inside a tower tank (1), and a working unit (20) is vertically and/or horizontally movably attached to the suspension beam (9) through a guide mechanism (Z), it being arranged that working, such as welding, is applied to the inner wall surface (1d) of the tower tank (1) by the working unit (20). Thus, the setting of the working height position base d on the working unit (20) can be easily changed by vertically moving the suspension beam (9), so that step change operation during working is greatly simplified or made unnecessary, and safety of operation and improved working efficiency can be achieved.
