<P>PROBLEM TO BE SOLVED: To enable judgement which involves no limits of functions, etc., by dividing original image processing and carrying out only the drives of an image processing device which are required to permit or prohibit the image processing. <P>SOLUTION: The image processing means has: a first setting means for setting various functions through an operation part by a user of the image processing device, a determination means which, by receiving information about the contents of the setting, judges whether the image processing is permitted or not, and a second setting means which drives the image processing device in order to set a function which has not been set by the first setting means. In the case where the contents set by the first setting means are not enough in the determination made by the determination means, the second setting means is driven, the determination means is informed of the setting by the second setting means, and, thereafter, determination is received from the determination means again as the final determination.
