PROBLEM TO BE SOLVED: To suppress the increase of a maintenance cost by appropriately recognizing the replacement timing of a roller by detecting the occurrence of the resistance increase of the roller at an early stage when the resistance of the roller increases due to the application of bias over a long term in the case of using the roller for the long term. SOLUTION: When the difference between a target value (roller resistance value) directly after turning on a power source, for instance, at the start of work in a morning and a target value (roller resistance value) during endurance is found large in the case of performing the ATVC control of a transfer roller, it is judged that the resistance increase of the roller proceeds and the mechanical strength of a bias roller is likely to be lost due to liquefaction, and the replacement of the bias rollers is instructed.
