PROBLEM TO BE SOLVED: To provide a composite hard sintered-compact having all of high hardness, high strengths and superior toughness, and to provide a cutting tool. SOLUTION: The composite hard sintered-compact 11 comprises: a long core material 12 consisting of a sintered body having first hard particles selected from the group consisting of carbides, carbonitrides and nitrides of group metals of 4a, 5a and 6a in the periodic table, connected by a binder metal, or a ceramic having first ceramic particles selected from the group consisting of oxides, carbides, nitrides, carbonitrides and borides of the above metals, Al, Si and Zn, connected by a sintering additive; a surface member 13 which covers the outer peripheral surface of the core material 12 and consists of a sintered body having second hard particles selected from the same group as the first hard particles, connected by the binder metal, or a ceramic having second ceramic particles selected from the same group as the first ceramic particles, connected by the sintering additive; and the ratio dc/ds of 0.7 or less, where dc indicates an average particle diameter of the first hard particles or the first ceramic particles, and ds indicates the average particle diameter of the second hard particles or the second ceramic particles.
