PROBLEM TO BE SOLVED: To provide a floor heating panel heater having extremely excellent thermal efficiency, keeping stiffness even if having a thin body, facilitating construction, and having a long life. SOLUTION: This floor heating panel heater comprises a rectangular metallic panel body 1 having a storing portion 2 upwardly opening, a plurality of small joist members 3 arranged in parallel in the storing portion 2 of the panel body 1, a heater unit 4 arranged between the small joist members 3, 3, and a rectangular metallic cover member 5 covering the storing member 2 of the panel body 1.
