PROBLEM TO BE SOLVED: To provide a seedling and planting base material and a seedling and planting construction method using the seedling and planting base material preventing the erosion of the natural ground such as the lakefront and the water's edge while seedling and planting the bare land slope of a riverbank and the lakefront so as to be suitable for the natural landscape. SOLUTION: A base material such as good quality soil, charcoal or peat moss is compressed to have a thickness of 50 mm to form a soil body for a base. The soil body for the base is enclosed in a net-like bag body which is longitudinally and laterally sewn at prescribed spaces to constitute a seedling and planting base body, and submerged plants are planted and fixed to the seedling and planting base body.
