PROBLEM TO BE SOLVED: To provide an additive for water-permeable concrete which is excellent in adhesion to an aggregate and uniform shape retainability, and can obtain water-permeable concrete in which a continuous void is formed, and having high strength. SOLUTION: The additive for water-permeable concrete contains the first and second water-soluble low molecule compounds selected from a combination (1) a compound selected from amphoteric surfactants and a compound selected from anionic surfactants; (2) a compound selected from cationic surfactants and a compound selected from anionic aromatic compounds; (3) a compound selected from cationic surfactants and a compound selected from bromic compounds.
