PROBLEM TO BE SOLVED: To provide an oxygen generating base material from which oxygen can be generated by an easier operation at a low cost, and to provide an oxygen generator in which the oxygen generating base material is adopted. SOLUTION: This oxygen generating base material 1 is obtained by packing in a tea bag-like shape an oxygen generating agent and a catalyst for promoting the generation of oxygen from the oxygen generating agent in a sheet material through which at least water can pass or permeate. When the material 1 is stored in a reaction vessel in which water is housed, high-concentration oxygen can be generated easily.
