PROBLEM TO BE SOLVED: To provide a base pushing device which improves the working performance of the operator in a starting shaft, and to provide a pipe jacking method. SOLUTION: The base pushing device 104 is formed of a plurality of jacks 4, a reaction receiving member for receiving reaction of the jacks 4, and a base frame 1 which bears the reaction receiving member 3, and functions to press-fitting and propel an excavator and an embedded pipe body 103 following the excavator. The device 104 is comprised of an elevating stand 17 having an embedded pipe body holding member 16 which holds the embedded pipe body 103 and is ascendable/descendable with respect to the base frame 1.
