PROBLEM TO BE SOLVED: To provide a foundation requiring a short construction period and lower cost and maintaining a beautiful appearance over a long period without having ill effects on durability even when cracking occurs in a foundation concrete or a heat insulating material formed of a synthetic resin foam is contracted during integrating itself with the foundation concrete at its surface. SOLUTION: The foundation is formed by applying an elastic mortar onto the surface of the foundation concrete. The heating insulating material 2 formed of the synthetic resin foam is integrated with the foundation concrete at its surface and the elastic mortar is applied onto the surface of the heat insulating material 2.
