PROBLEM TO BE SOLVED: To provide an electromagnetic flowmeter for an open waterway receiving no influence of a drift current (flow speed distribution nonuniformity) and a vortex by bent pipe members installed on the upstream side in the electromagnetic flowmeter for the open waterway for measuring a discharging flow rate of the open waterway having a dam. SOLUTION: This system has the electromagnetic flowmeter installed on the downstream side of a discharging open part formed in the dam of the open waterway, the upward opening first bent pipe member arranged by extending to the output side of this electromagnetic flowmeter, a straight pipe member installed on the upstream side of the discharging open part, and the upward open second bent pipe member arranged by extending to the input side of this straight pipe member.
