PROBLEM TO BE SOLVED: To determine a portion which is representative of features of a sound waveform with a high reliability. SOLUTION: The device comprises a sound and rhythm analysis part 92 which calculates a distribution on the time base of energy in a prescribed frequency area out of the sound waveform from data and extracts an area stably produced by a speaker out of each syllable of the sound waveform on the basis of the distribution and a pitch of the sound waveform, a cepstrum analysis part 94 which calculates a distribution on the time base of a spectrum of the sound waveform from data and estimates an area having the change satisfactorily controlled by the speaker out of the sound waveform on the basis of the distribution on the time base, and a false syllabic core extraction part 96 which determines the area which is extracted as an area stably produced by the speaker and is estimated as an area having the change satisfactorily controlled by the speaker as a high-reliability portion of the sound waveform.
