PROBLEM TO BE SOLVED: To reduce rotation frictional resistance by improving mounting concentricity of a helical compression spring provided in a valve holder, and to perform valve opening and closing with low power without driving force required for valve closing motion being large. SOLUTION: A spring receiving member 71 is inserted between one winding end 29A of a helical compression spring 29 and an inner end face 18Bs of a valve holder 18. The helical compression spring 29 is engaged with the spring receiving member 71 in a restrained condition in a radial direction, the spring receiving member 71 is engaged with the inner end face 18B of the valve holder 18 in a recessed and projecting manner to guide the helical compression spring 29 to the center of the valve holder 18.
