PROBLEM TO BE SOLVED: To enable a distributor to safely distribute contents and to enable a receiver to receive reliable contents. SOLUTION: A file receiving device is provided with a tamper resistant processor with a built-in processor secret key. The file receiving device is mounted with a contents receiving program enciphered by a program enciphering key and an authentication secret key and also with a program deciphering key for deciphering them enciphered by a processor public key corresponding to the processor secret key. When the contents concerned in a contents receiving request have an attribute that the copyright holder should be protected (S11), communication enciphering processing is carried out up to the file receiving device (S12) and a received program is authenticated (S13) based on an authentication public key corresponding to an authentication secret key which the file receiving device has.
