PROBLEM TO BE SOLVED: To provide a resin dispersion having a narrow particle size distribution and uniform particle diameters and to provide a manufacturing method capable of obtaining it safely and economically. SOLUTION: The method for manufacturing a water-based dispersion comprises producing a water-based dispersion (X1) of a resin particle (C) having the structure in which a resin particle (A) adheres on the surface of a resin particle (B), by dispersing into a water-based dispersion of a resin particle (A) comprising a resin (a), either a resin (b) or a solvent solution thereof, or a precursor (b0) of a resin (b) or the solvent solution thereof, and when the precursor (b) or the solvent solution thereof is used, the precursor (b0) is further reacted to form a resin particle (B) comprising the resin (b) in a water-based dispersion of the resin particle (A).
