PROBLEM TO BE SOLVED: To provide a heat-developable photosensitive material having an improved coated surface state by use of a specified fluorine compound, forming a low-haze transparent film and reduced in stain due to leaving of fingerprints when touched by hands. SOLUTION: The heat-developable photosensitive material comprises a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent for heat development, a binder and a high molecular weight fluorine-containing surfactant having a fluoroalkyl group having≥2 carbon atoms and≤12 fluorine atoms, wherein 40-99 mol% of the organic silver salt is silver behenate.
