PROBLEM TO BE SOLVED: To provide a light control film for giving a display device with excellent display quality, a transfer original pattern used to manufacture the light control film, a transfer base film, a transfer film, a method for manufacturing the transfer film and a device using the manufacturing method. SOLUTION: In this light control film formed with a medium with a refractive index of 1.15 to 1.90, wherein a surface with fine projecting and recessed parts is formed on the surface, the brightness of an outgoing light, in a direction forming a normal line of a light source plane, which is made incident on the light control film from the light source plane showing a radiation angle distribution of quantity of radiated light equivalent to that of a perfect diffuse surface and transmits the light control film is 1.1 to 100 times as bright as brightness in a direction forming an angle of 60°with the normal line of the light source plane.
