PROBLEM TO BE SOLVED: To provide a method of peeling coating of waste extinguishing chemicals which is embedded up to now to reuse them for chemical fertilizer. SOLUTION: Strong alkali solution such as ammonia water, potassium hydroxide solution or sodium hydroxide solution is added to the waste extinguishing chemicals composed mainly of ammonium dihydrogen phosphate or ammonium sulphate and having a surface coated with silicon oil, and kneaded to peel the coating with neutralization reaction.
