PROBLEM TO BE SOLVED: To provide a membrane constitution having a unique characteristic, to provide a desalting apparatus which utilizes the characteristic and deals with a water-type solution such as water and an aqueous solution, and to provide an apparatus for producing an acid and/or an alkali at the same time by electrolysis of a salt. SOLUTION: (1) The membrane constitution used for an electrodialyzer comprises an anion exchange membrane on the anode side, a cation exchange membrane on the cathode side and a conductive substance such as a metal existing between both membranes. (2) The desalting apparatus is constituted by disposing one pair of the membrane constitutions or by disposing plural pairs of the membrane constitutions while keeping a constant distance between membranes, between an anode chamber and a cathode chamber. (3) The apparatus for producing the acid and/or the alkali from the salt is constituted by disposing the membrane constitution, a base producing chamber on the outer side thereof on the anode side, and further, a salt supply chamber on the outermost side thereof on the anode side and by disposing an acid producing chamber on the outer side of the membrane constitution on the cathode side, and further, a salt supply chamber on the outermost side thereof on the cathode side.
