PROBLEM TO BE SOLVED: To changeover lifting and lowering control modes of a rotary apparatus in response to a case when a rear cover is located at a scraping position and a case when the rear cover is located at a tilling position. SOLUTION: In a lifting and lowering controller, a control part 10a for carrying out lifting and lowering control of the rotary apparatus 18 is provided and the lifting and lowering control modes of the rotary apparatus 18 by a controlling part 10a are made changeable. For example, in the control part 10a, when it is determined that the rear cover 28 is located at the tilling operation position, control sensitivity by oil pressure is set to sensitiveness and control fitting to the tilling operation is carried out and in the control part 10a, when it is determined that the rear cover 28 is located at the scraping position, a lifting or lowering speed by oil pressure of the rotary apparatus 18 is controlled slower than that in the case of tilling operation and control sensitivity is set to be dull to carry out control fitting to scraping operation, e.g. prevention of hatching of the rotary apparatus 18.
