PURPOSE: A device for driving an electro-luminescence(EL) display panel is provided to improve the response speed of EL cells by using a static voltage driving method. CONSTITUTION: A device for driving an electro-luminescence(EL) display panel includes an EL display panel(30), a data driver(34), a scan driver(32) and a static voltage control block(40). The EL display panel(30) is provided with a plurality of EL cells formed at the cross-sections at which a plurality of scan electrode lines cross with the data lines. The data driver(34) drives the data lines by using the static voltage source. The scan driver(32) drives the gate lines. And, the static voltage control block(40) controls the output voltage of the variable static voltage source by using the data information from the data driver(34) and the scan information form the scan driver(32).
